Bug Fixed:

1. When Rate Limit values of Voucher are lower than 2Kbps, rate limit function may not work.

2. When wireless radio is off, SSID rate limit configuration may not take effect.

3. Unable to visit the HTTPS web management page of EAP again after repeatedly refreshing the page.
